is city of the lost children that four hour brazilian movie about "niggy" who fights to stay away from the cocaine business so he can become a photographer? or is it the one about some guy making fucked up humans.

You're thinking of City of God - that's the crazy Brazilian movie. City of Lost Children is the crazy French movie. Both totally worthwhile.
