I break down the Rhoads/Wylde thing like this: solos vs. songwriting.
Rhoads composed better solos, but never was given the time to get to the point where he could write an album as consistently well written and multilayered as No More Tears. No leads that Zakk has written will ever top the Crowley or Flying High Again solos, but in terms of writing songs, the old Ozzy albums aren't as dynamic and consistent from beginning to end as No More Tears, even though they do have plenty of kick ass individual songs on them in a style that Zakk could never write.
