that's the only explanation I can come up with.

There's a very famous speech that is gaining wind right now something like "war on Iraq is a war on America's people" it was written by Arabic prisoner who goes on about how all these terrible nations do horrible deeds but get away with it, because they are our friend, they sell us oil, or cattle, or computers or something, but as soon as they do something without our orders we launch a war on them. As soon as the dog pulls at his leash we punish him even though he's been mauling kids for years
