It was publicly known from the early 80's that he was killing his own people. That's how he rose to power initially, and it was no secret. Yet we didn't cut ties until he invaded Kuwait in 1990.

US history is full of instances of supporting countries when we know about their human rights violations. From Stalin's USSR during WWII to the recent episode with Cheney prasing Azerbaijan and Kahzekstan, this fact is not in dispute. I think you were getting more mileage from the "people make mistakes" argument than from this one.
