If he has a juvenile record they are probably looking at that as well (it is bullshit that your juvenile records are sealed when you turn 18) and are giving hima nice deal. The main thing that does not make sense here is you said at the end his record will be cleared. I have neve heard of this in my lifetime. They can give him a continuance without a finding (unsupervised probation and if you stay out of trouble during the time they give you it goes in as a dismissal of the charges). However, a continuance without a finding usually lasts for 6 months to a year. If you plea and get probation that will definitely be on your permanent record. My advise is to get a lawyer and let the lawyer get youa better deal.
Myself, I would tell them I would rather take it to trial and take my chances with a jury. This would probably force the prosecution to give you a better deal, but you are still taking a chance. It works the same for personal injury settlements. Never take the first offer. Call their bluff and the second offer is the real one.
If I get in trouble again I want to go on People's Court.
